2026 School Safety Summit

Participants will engage with experts and peers through practical sessions focused on prevention, preparedness, and response. This summit is designed for: School Resource Officers (SROs), Campus Security Officers (CSOs), School Administrators and Staff, Law Enforcement Professionals, and School Safety & Security Professionals.

Meet the Speakers
Brandon Rhone
Brandon Rhone is an award-winning veteran law enforcement executive and one of the nation’s highly respected school safety and violent critical incident/active shooter experts. Recognized as a leader in policing and public safety initiatives Brandon has experience advising some of the highest-level leaders of corporate executives, educational and governmental leaders across the county. Brandon has trained tens of thousands of individuals in proactive option base responses to Violent Critical Incident/Active Shooter ALICE Training, RAIDER Solo Officer response training with extensive experience in education and business environments.
Brandon currently serves as the Coordinator for Emergency Management and Safety Schools at North Penn School District. North Penn School District is the largest school district in Montgomery County PA with 21 facilities, 13,000 students and 2,000 faculty and staff. In this role Brandon is responsible for all public safety solutions within the district and leading the departments personnel. Prior to joining North Penn School District Brandon served as the Director of Training for Navigate360. As the Director Brandon was responsible for all training components for Navigates360’s ALICE Training & National Threat Assessment Center (NTAC) Behavioral Threat Assessment Training solution. Brandon is requested often to serve as keynote speaker for conferences, broadcast, and other events as an expert in the field. Brandon has been featured on NBC News as an expert in training and response to school shootings. Brandon serves as an advisory board member for ZeroNow and as a thought leader for school and public safety organizations.
Prior to joining North Penn School District and Navigate360 Brandon spent 17 years as a police officer in Pennsylvania. Upon his retirement, Brandon was a decorated Operations Captain with responsibilities of the day – to- day operations of the department and supervising all special units. Brandon was also responsible for the department’s operation budget and training. Brandon was awarded the following awards and citations, outstanding performance, lifesaving, Hero, Officer of the Year, community service and many others during his career. Brandon is also a Master Instructor in many disciplines in law enforcement such as defensive tactics, first line supervisor, use of forces, CPR & AED, defensive driving, emergency vehicle operations, peer mediation, and many more.
Brandon also serves as the Vice President and Operations Chair of his local school district Board of Directors and sits on the School Climate and Safety Taskforce for the county. Brandon also serves on Chester County District Attorney’s Office law enforcement and community engagement task force.
In his free time Brandon loves to spend time with his wife and kids and enjoys sports (Go Birds), BBQ, smoking meats and trail riding on his four-wheeler.
Melissa Kinsey
Melissa M. Kinsey serves as an Intelligence Analyst Supervisor with the Pennsylvania State Police at the Pennsylvania Criminal Intelligence Center (PACIC). She began her career with the Pennsylvania State Police in 2003 in the Pennsylvania Instant Check Unit and later served as an officer with the State Police Bureau of Liquor Enforcement before transitioning to PACIC as an Intelligence Analyst in 2007. In 2013, IAS Kinsey was promoted to Supervisor of the Threat Analysis Unit. In this role, she oversees work related to domestic and international terrorism investigations, outlaw motorcycle and street gangs, situational awareness, major events and incidents, and threats directed toward law enforcement. IAS Kinsey holds two Bachelor of Science degrees from Pennsylvania State University in Criminal Justice and Public Policy. She is an active member of the International Association of Law Enforcement Intelligence Analysts and the International Association of Crime Analysts. Her professional training includes advanced intelligence analysis, international and domestic terrorism, and open-source intelligence.
Ashley Bleacher
Intelligence Analyst Supervisor (IAS) Ashley Bleacher has served the Commonwealth of Pennsylvania in various roles for 16 years. Most recently, she has held analytic and supervisory roles in the Pennsylvania State Police Pennsylvania Criminal Intelligence Center (PaCIC), Critical Infrastructure and Key Resources (CIKR) Unit since 2018. The CIKR unit is engaged in information sharing among criminal justice agencies and the owners and operators of critical infrastructure and key resources throughout Pennsylvania with the fundamental responsibility of safeguarding our communities. IAS Bleacher holds a bachelor’s and master’s degree in criminal justice from Kutztown University and Penn State University, respectively. She is a member of the International Association of Law Enforcement Intelligence Analysts and has completed advanced training in intelligence analysis, critical infrastructure protection, homeland security, and domestic security.
Christopher Allwein
Chris Allwein is the Cybersecurity Intelligence Manager for PA CyberCom. In his role, Chris works with public- and private-sector partners to strengthen the Commonwealth’s cybersecurity resiliency.
Since standing up PA CyberCom in September 2023, Chris has delivered cybersecurity threat briefings and presentations to entities across the Commonwealth, including utilities, airlines, healthcare, education and local government. He is a member of the Harrisburg University Cybersecurity Advisory Board as well as various other cybersecurity committees within the state.
Chris has over 27 years of experience working in IT in both the private and public arenas. Before joining PA CyberCom, Chris spent 18 years working in various other agencies with the Commonwealth.
Lt. Col Dave Grossman
In their description of Lt. Col. Dave Grossman, Slate Magazine said, “Grossman cuts such a heroic, omnicompetent figure, he could have stepped out of a video game.” He has five patents to his name, has published four novels, two children’s books, and six non-fiction books, including his “perennial bestseller” On Killing (with over half a million copies sold), and a New York Times best-selling book co-authored with Glenn Beck.
He is a US Army Ranger, a paratrooper, and a former West Point Psychology Professor. He has a Black Belt in Hojutsu, the martial art of the firearm, and has been inducted into the USA Martial Arts Hall of Fame.
Col. Grossman’s research was cited by the President of the United States in a national address, and he has testified before the U.S. Senate, the U.S. Congress, and numerous state legislatures. He has served as an expert witness and consultant in state and Federal courts. He helped train mental health professionals after the Jonesboro school massacre, and he was also involved in counseling or court cases in the aftermath of the Paducah, Springfield, Littleton, and Nickel Mines Amish school massacres.
Col. Grossman has been called upon to write the entry on “Aggression and Violence” in the Oxford Companion to American Military History, three entries in the Academic Press Encyclopedia of Violence, Peace and Conflict, and has presented papers before the national conventions of the American Medical Association, the American Psychiatric Association, the American Psychological Association, and the American Academy of Pediatrics.
Since his retirement from the U.S. Army in 1998, he has been travelling full time as one of our nation’s leading trainers for military, law enforcement, mental health providers, and school safety organizations.
Today Col. Grossman is the director of Grossman On Truth, LLC (www.GrossmanOnTruth.com). In the wake of the 9/11 terrorist attacks, he has written and spoken extensively on the terrorist threat, with articles published in the Harvard Journal of Law and Civil Policy and many leading law enforcement journals, and he has been inducted as a "Life Diplomate" by the American Board for Certification in Homeland Security, and a "Life Member" of the American College of Forensic Examiners Institute.

Following an impressive career in the British and International Commando Forces, Rik relocated to the United States in 2007, to commence a second career in the education industry specializing in Safety and Security.
Initially employed at Valley Forge Military Academy & College, in Wayne, Pennsylvania, Rik served in several roles ranging from Tactical Officer, Director of Safety and Security and, ultimately, as Commandant of Cadets. In addition to working at the ‘Forge’, Rik spent four years in the Midwest at Missouri Military Academy as the Director of Safety, Security, and Cadet Life.
In 2019, Rik transitioned from working within the private education industry to public schools and was hired by WCASD as the Public Safety Supervisor. With his vast knowledge in safety, security management, emergency preparation, and crisis response, Rik, brought a wealth of experience and applications to the District, including threat analysis and resolution and the implementation of response programs and protocols to reduce mitigation and increase survivability during a violent critical incident.
Rik is a NASRO qualified School Resource Officer and Crime Prevention through Environmental Design, practitioner. Furthermore, Rik is a Certified School Safety Manager, Certified Protection Professional, an ALICE Active Shooter Preparedness and Response National Trainer and a National Association of School Psychologist Trainer in Comprehensive School Safety Planning. Rik also holds instructor level qualifications for ALERRT Civilian Response to Active Shooter Events, American Red Cross First Aid, CPR, AED and Wilderness First Aid, American College of Surgeons Committee on Trauma Stop the Bleed, Handle with Care Behavior Management System and the National award winning crime prevention, Refuse to be a Victim program.
Educated to “O” Level Standard in the United Kingdom, Mr. Thornton went on to earn a Bachelors of Education in Military Training accredited by Indiana University and Defense Studies in Security from Southampton University, along with Licentiateships in Human Resource Management and Physical Resource Management from the City and Guild of the London Institute. He also earned a National Examination Board diploma in Management and Leadership, and was awarded a Diploma in Medical Trauma and Medicine in Remote Areas from the Royal College of Surgeons of Edinburgh.
A member of the Counterterrorism Institute, where he sits on the Board of Advisors, Rik is also affiliated with the American Society for Industrial Security ASIS, the Chartered Management Institute and the Chartered Institute of Environmental Health.
In his leisure, Rik has enjoyed a variety of outdoor activities, including all aquatic sports, from sailing to scuba diving, where he holds several instructor level qualifications. Of late, he has developed a keen enthusiasm for cycling both on and off road. Rik is married to his bride Nellie, who works in the legal profession. He is also the proud father of his young daughter, Mia.
